This course is focused on practical, job-ready skills for hazard identification, containment, safe removal/encapsulation, decontamination and compliant waste handling. No real asbestos is used unless all regulatory requirements are fully met; training uses simulation for asbestos components.

About the Course

Master Painters Training, a Registered Training Organisation (RTO 90464), delivers nationally recognised certification in safely working with lead-painted and non-friable asbestos surfaces in the painting and decorating industry.

This 40-hour blended-learning course combines CPCCPD3031 and CPCCPD3036, covering hazard identification, containment, PPE, wet scraping, encapsulation, decontamination and compliant waste handling.

Ideal for painters, decorators, supervisors, builders and contractors working on refurbishments where legacy hazards may exist.

Graduates earn Statements of Attainment recognised toward CPC30620 Certificate III in Painting and Decorating with Master Painters Training.

Key topic areas:

Lead safety (CPCCPD3031):

  • Lead hazard identification/testing; action levels.

  • Containment/exclusion and hygiene stations.

  • Wet scraping, chemical softening, low‑speed/HEPA sanding.

  • Encapsulation/covering systems and compatibility.

  • Decontamination, wipe/clearance checks, waste manifests.

Asbestos encapsulation (CPCCPD3036):

  • Identifying non‑friable asbestos and reading ACM registers.
  • Exclusion zones, barriers, “Danger Asbestos” signage, clean/dirty zones. 

Training is delivered via blended learning:

State and Territory Licensing, Painters

Before enrolling, please be aware of local licensing requirements for painters.

Licensing is currently required for painters in:

  • New South Wales (NSW)
  • Queensland (QLD)
  • South Australia (SA)
  • Western Australia (WA)
  • Victoria (VIC)
  • Tasmania (TAS)
  • Australian Capital Territory (ACT)
  • Northern Territory (NT)

 Painting which is residential. A licence is required where the total value of residential painting work (labour and materials) exceeds the current threshold (e.g. $5,000).

A QBCC licence is required for painting work over the threshold amount (e.g. $3,300), and for certain work at heights regardless of value.

Painting is a prescribed trade. Painters must hold a building work contractor licence (painting).

Painters must be registered with the Building Services Board to carry out “painter work” for others over the set value threshold (e.g. $1,000).

No stand‑alone painter licence (at time of publication) in:

In these jurisdictions, other legal obligations still apply (e.g. business registration, WHS laws, contract and consumer law, and licensing where painting forms part of broader building work).

You must ensure you meet all regulatory requirements in the state or territory where you intend to work.

General Entry Requirement (All Candidates)

All candidates must hold a current White Card and the following course accreditation:

  • CPCWHS1001 Prepare to work safely in the construction industry.
  • Currency of the White Card will be checked for all applicants.

Learning Outcomes

  • Identify likely lead-based paint and non‑friable asbestos hazards on site and interpret registers/reports.

  • Plan and set up compliant work areas: containment, exclusion zones, signage and hygiene/decontamination.

  • Select and use appropriate PPE (including P2 respirators) and low‑dust/wet methods; understand prohibited practices.

  • Safely remove lead‑based paint or apply approved covering/encapsulation systems to lead‑painted surfaces.

  • Safely encapsulate simulated non‑friable asbestos surfaces using water‑based encapsulants to manufacturer specifications.

  • Decontaminate tools, personnel and work areas; package, label and dispose of lead/asbestos‑related waste compliantly.

  • Complete required documentation: risk assessments, SWMS, waste manifests, clearance/visual checks.
